Albanian Coalition for Child Education urges the Albanian parliament to stop violence in schools

Tirana, 18 May 2015Albanian Coalition for Child Education participated in the hearing session organized by the Education and Means of Public Information Parliamentary Committee to discuss the draft law “On amendments to the Law no. 69/2012 "On Pre-University Education System in the Republic of Albania”.

Members of Albanian Parliament, representatives of the Ministry of Education and Sports, representatives of public universities and civil society organizations attended the hearing session.

During the hearing session, the representative of ACCE, Mr. Altin Hazizaj submitted some recommendations on the amendments presented by MOES and also focused their attention to the need to intervene in several articles of law 69/2012 "On Pre-Education System in the Republic of Albania "

Due to the great number of violent conflicts occur within the schools, ACCE demanded to the Albanian Parliament, deputies of the parliamentary committee, and representatives of the Ministry of Education to take all the necessary measures and undertake law improvements to prevent the violence. According to Mr.Hazizaj, in order to restrain the violence in schools measures such as the increase of the number of psychologists in schools, the implementation of policies and trainings for teachers and students on violence and the consequences that arise from it are of crucial importance.

According to ACCE, it should be provided by law the establishment of the National Psycho-Social Service in schools that will function as an autonomous unit within MoES in collaboration with the National Agency of Child Protection, the National Social Service and local social services. 

Also it was syggested the abolition the Commitee of Ethics and Condust within the Education Institution, as prescribed by Article no. 33 of Law 69/2012 “ On the Pre-University Education system in the Republic of Albania”, and should be established the Committee for the Prevention of Violence and the implementation of the regulation in the education institution, which aims to verify and take immediate measures to treat all violence cases in schools.

The proposed recommendations outlined in the Commission of Education and Means of Public Information, will be reviewed in plenary session on May 28, 2015.
